Dec/Jan Web Extra: SMS At Jorge Chavez International

Editor’s note: The following is a summary of the specific Safety Management System (SMS) questions used in an ICAO Universal Safety Oversight Audit Program (USOAP) audit of Jorge Chavez International Airport in Lima, Peru. For details on the airport’s SMS implementation, see pages 43-47 in the December/January issue (.pdf). AM thanks Bill Fullerton, COO of Lima Airport Partners and a member of the IAAE Board of Directors, for providing the article and the list below.

Questions specifically addressing the Safety Management System (SMS).

  • Has the airport implemented an SMS?
  • When an accident occurs, do you take concrete actions to prevent future accidents?
  • Give some examples and show registers of steps taken.
  • Has the airport coordinated its SMS with the ATC?

Questions on airfield condition focused primarily on ensuring safe operations in the maneuver area.

Runway and Taxiway Incursions/Excursions:

  • Vehicular controls airside: What are the rules, training, communication procedures and restrictions?
  • How is vehicular traffic controlled during periods of limited visibility?
  • What is the method of measuring and confirming declared distances?

Calibration of Equipment/Supplies

  • How is the grip-tester calibrated?
  • What equipment is used to measure declared distances?
  • How is the condition and mix of fire extinguishing foam verified?

Publications

  • What are the internal controls to ensure reporting of required information?
  • What are the internal controls to ensure current version of AIP is on hand?
  • How often is the obstacle plan updated? Who is responsible for it?

Questions on airfield maintenance also focused primarily on ensuring safe operations in the maneuver area.

Pavement Maintenance

  • Annual maintenance plan–is it a written plan?
  • How do you know friction levels are acceptable?
  • How do you determine PCN-ACN?

Airfield lighting

  • Does the airport have the right separation of runway centerline lights for Cat II operations?
  • Does the airport have adequate secondary power source?
  • What is the response time? Have you tested it?

Questions on ARFF concentrated on quality control and documentation of compliance with requirements.

Training

  • What is the required annual training for ARFF?
  • How does the airport register annual live fire training?
  • How does the airport register response time practices to be sure minimums are met?

Equipment

  • How old is the personal protective gear? When was it replaced? Where is that date registered?
  • What is the quality control for foam?
  • Does the airport have direct communications with ATC?
  • Is there a crash horn?

Personnel

  • Where are the training registers?
    How many crew are on duty?
